Who is someone with a disability, according to the Virginians With Disabilities Act ?

A person with a disability is anyone who has a physical or mental impairment that substantially limits one or more “major life activities” or has a record of such impairment, or a person who is perceived by others as having such an impairment. The Americans with Disabilities Act does not specifically name all of the impairments that are covered.
